Symposium and Third National Congress Planning Session Convenes December 16, 2008

Stakeholders will convene in Washington, DC on December 16, 2008 for a Symposium on community resiliency and to plan the third National Congress for Secure Communities.  Click Here for the preliminary agenda.  Sponsored by the Corporate Crisis Response Officers Association (CCROA) and other partners of the ReadyCommunities Partnership, the Symposium brings together federal, state and local officials, first responders, members of the media, business leaders, non-profit organizations, academic experts, and pilot community leaders as participants to develop recommendations for the new administration.  The participants also will help develop the 2009 Partnership program, the agenda for the 3rd National Congress for Secure Communities, and outline simple but effective pilot demonstrations that leverage the assets of the private and community sectors to augment the local public sector preparedness and response plan during the first 72 hours of crisis.

National Blueprint for Secure Communities
 
The Blueprint is a dynamic, ever-changing resource, written and compiled by CIPRR and Kennedy School of Government/ Leadership for a Networked World (KSG/LNW), with community sector leaders, responders and experts, that identifies 1) the challenges facing communities during the first 72 hours of crisis; 2) recommendations, ideas and best practices that might address the challenges; and 3) tools that the private and community sectors can provide to the public sector that augment and increase response and recovery capability.

For instance, in meetings with communities such as Galveston and Charleston, a number of best practices were identified and entered into the National Blueprint describing cross-sector collaborations that can be examples for other communities which are exploring ways to forge new partnerships.  Click here to explore the Blueprint...

Building public/private partnerships to strengthen local preparedness
 
The CCROA National Advisory Board is working with the ReadyCommunities Advisory Committee to develop recommendations that help support the public sector response and recovery efforts. These recommendations are then examined by the Community Institute for Preparedness, Response and Recovery to develop public/private partnerships, best practices or simply collaborations between jurisdictions and organizations that support each other during crisis through mutual aid agreements. The output of CIPRR is then demonstrated through pilot projects by CCROA and it's members and local partners.

Continuing the work of the Gilmore Commission
 
More formally known as the Advisory Panel to Assess Domestic Response Capabilities for Terrorism Involving Weapons of Mass Destruction, the Gilmore Commission spent 5 years assessing the state of readiness of the United States to respond to terrorist incidents involving weapons of mass destruction. Response capabilities at the Federal, State, and local levels were examined, with a particular emphasis on the State and local levels.  The 5th and final report of the Commission was issued in December of 2003, and called for a larger role for the private and community sectors in preparing and responding during the first critical 72 hours of crisis.  Click here to read more about the Gilmore Commission or to download the reports.
