New first responder training program | 10.21.2004 | 09:30:22 | Views: 4616 | ID: October 21 '04: The Department of Homeland Security has announced it will begin a new program designed to train first responders across the country. The program, Cooperative Training Outreach Program, will encourage the training of first responders by "permitting states to identify and approve institutions within their states, territories, or tribal entities that can adopt and deliver the Department's standardized training courses." The training courses will be given at local community colleges, public safety academies, and "state and private universities and other facilities," according to Matt A. Mayer the Acting Executive Director of the Office of State and Local Government Coordination and Preparedness. "The CO-OP Program will add to the preparedness of the nation by making courses already certified by the DHS Office of State and Local Government Coordination and Preparedness (SLGCP) more available throughout participating states." Under the new plan, the State Administrative Agencies would be able to approve the "state institutions that can deliver SLGCP's fully developed curricula for first responder training courses." The program would be carried out in a three step process by 2006. The DHS release also said that the new program will help better manage "and track terrorism preparedness training" within states. Currently, a State and Local Guide written by the Federal Emergency Management Agency has been developed to help "provides emergency managers and other emergency services personnel information on FEMA's concept for developing risk-based, all-hazard emergency operations plans."(Click below to download file) cooperativeoutreachdhs.pdf
