GAO report finds necessity for measurable goals for National Capital Region response plan | 10.05.2006 | 06:20:02 | Views: 5091 | ID: October 5 '06: The Government Accountability Office has released a new report on the National Capital Region's emergency preparedness plan which coordinates the responder agencies, and federal, state and local governments surrounding Washington DC. Announced in September, 2005, the NCR's emergency preparedness plan was supplemented by the a strategic plan in 2006 helping the "regional collaboration on emergency preparedness, bringing together federal, state and local governments and the private and nonprofit sectors." The new strategic plan, the GAO found in its report, "includes information on how the plan addresses national priorities and targeted capabilities from the National Preparedness Goal, and Emergency Management Accreditation Program assessment of local and regional preparedness and emergency manage capabilities against recognized national standards, and DHS's Nationwide Plan Review of emergency plans." "However," the report continues, "the substance of the information within ... could be improved to guide decision makers." Those improvements include: a more comprehensive risk assessment for the entire region; and the definition of measurable milestones to help with specific "performance measures and targets."
