A small community that doesn't have enough financial resources to link together their roadways and intersections for situational awareness can take advantage of the existing traffic management capabilities that currently control traffic flow. Using COTS (commercial off-the-shelf) cameras, sensors and sound recorders, local emergency management can link in additional capability so that the vital information from each intersection can be relayed to the EMS headquarters, providing an increased ability to know what is happening in and around a disaster area. Sensors include those to measure wind speed and direction, temperature, gas detection, sound, images.
