Currently, federal, state and local jurisdictional barriers exist that hinder the ability of companies to work with their governments. Local Government should provide needs assessement and coordinate with county, state and federal officials to accesss funds. First Responders should utilize the National Incident Management at all levels of emergency operations. Private Industry and Business can develop Continuity of Operations Plans and coordinate with assistance from local governments, while Community/Citizens should increase level of awareness for preparedness, self-survival, special needs, and personal preservation. Strengthen existing organizational support and partnerships...existing systems are capable provided more financial and political support are provided to "push" improvements to the local level. That can also be done by accelerating the conversion from analog to digital communication systems.
