Crisis Decision System: Developing a standardized training program for local leaders AD | 11.19.2006 | 08:40:45 | Views: 5310 | ID: Decision making during crisis largely determines whether an early response will remain a humanitarian mission, or devolve into a law enforcement crisis. Decision making skills of public leaders vary by individual, and there is no national standard by which mayors, sheriffs or county/agency executives are trained to make basic decisions. Developing a national training program for local public sector decision makers would teach how good decisions are made in crisis, and illuminate the historical cost of bad decisions. A key to America's domestic security is realizing how the individual leadership decisions made during local crisis can affect surrounding communities or the nation as a whole. There are training practices and tools used by the private sector, miltary and federal government that combine state-of-the-art technology with traditional decision making techniques. The National Defense University is studying how to combine these for state leaders. The suggestion is to go one additional step by developing a curriculum for local leaders and responders, implimentable through the community college system, that teaches basic decision making skills during crisis, which integrate these private sector tools on a local network so that they can learn and train cross-boundary decision making. Every locally elected executive - mayor, sheriff, county administrator - should receive not only this basic crisis decision making education, but should be part of a local Web-based network that provides crisis scenario tools providing on-line training in-office or gathered in classroom with the responder leadership, based upon actual assets and the unique nature of the local community. Additionally, technology tools currently exist that can also help major local employers train their Crisis Response Officers (see CRO) in the same protocols on the same network, using the same community-specific details used by the local leadership. This training network promotes the use of the on-line catalog of community surge assets (see Virtual Surge Depot) that can be integrated into the public sector response during the early hours of crisis.
