"The People Locator system acts as an online bulletin board, as students can log on using a CalNet ID and report on their whereabouts and health in the event of a disaster," the Daily reported. "The system allow the university to account for students collectively, and parents and friends do not need any identification to log onto the system." Designers of the system were also responsible for helping federal emergency officials locate victims and refugees from Hurricane Katrina. The program used in People Locator was designed by UC associate professor of landscape architecture and environmental planning John Radke. "People Locator is a self-reporting mechanism so people can find each other again." Users must be able to log onto the Internet in order to use the system, and was designed to handle emergencies relating to earthquakes. Other California universities are looking into a similar system based on Berkley's program, the Daily reported.
