The five-year plan outlines the goals and missions of the federal agency in working with federal, state, local and private sector stakeholders and officials to respond, prepare and recover from national, natural and man-made emergencies through five state goals. Specifically, the plan's goals call for: leading an integrated approach to responding to emergencies and terrorist attacks; helping to coordinate and deliver assistance for all programs; providing reliable and timely information to all users; to invest in the people who ensure a successful agency; and to build public trust through stewardship and performance. FEMA Administrator R. David Paulison said, the goals of the five-year plan were drawn from "discussions with our partners and stakeholders [which] led us to identify solid building blocks ... This strategic plan will guide our agency as we continue to demonstrate resilience, innovation, and outstanding service to the American public while being responsible stewards of taxpayers dollars." FEMA's stated goals are to be guided by "overarching themes" including fostering public/private partnerships which take the best innovations and solutions from the community and put them into use for response and recovery situations; as well as building on and leveraging private sector efficiencies to strengthen current response capabilities. FEMA said the that by strengthening core competencies, building strong regions, enhancing current partnerships and building new ones, investing in those working in FEMA, developing a business approach to achieving desired results and by professionalizing the national emergency management system, it will provide the necessary building blocks for a successful execution of its goals.
