House Homeland Security hearings on private sector partnership to promote resiliency | 05.15.2008 | 10:25:10 | Views: 6286 | ID: May 15 '08: The House Committee on Homeland Security recently held a hearing to discuss partnerships with the private sector to improve disaster response, and infrastructure resiliency, Homeland Security Watch wrote. The hearing, entitled "Partnering with the Private Sector to Secure Critical Infrastructure: Has the Department of Homeland Security Abandoned the Resiliency-based Approach?" is part of a month-long series of hearings dedicated to resiliency. Jonah Czerwinski, Managing Consultant, Global Services at IBM and Senior Fellow for Homeland Security said, "Resilience is still a complex concept that can be approached from a variety of different angles. DHS is doing a lot make sure the private sector is prepared and protected, but more can be done through an overarching framework that recognizes the interdependence among the different sectors and the ways in which the risks of the 21st century make those interdependencies more important than any specific sector." Czerwinski also said that a framework for partnerships and collaboration among the public and private sectors outlined in the Global Movement Management report released by IBM Center for the Business of Government would be a proactive "step forward." But that any partnership would require "connecting effectively across the sectors with a balanced approach to three key factors: strategic human capital, technology and governance." Building partnerships among community stakeholders requires taking the strongest and inherent traits from each of the participants to produce the most proactive and positive solution. Fritz Institute founder Lynn C. Fritz said in an interview with the New York Times, "The private sector is good at tools and technology and preparing for unforeseen things. ... They're extremely good at training. These are enormous attributes for the humanitarian world," and that those tools must be leveraged with leadership and response from the public sector. House Committee Chairwoman Sheila Jackson-Lee (18th District Texas) said, "Resilience should be part and parcel of the nation's effort to protect the homeland. To do so requires that DHS effectively share threat information with the private sector, measure resilience, and think creatively about the enterprise value to a company that invests in resilience."
