Notwithstanding the discussion about whether the program should or will receive federal or state funding, IPAWS was designed to "work with public and private sectors to allow the President and authorized officials to effectively address and warn the public and State and local emergency operations centers via phone, cell phone, pagers, computers and other personal communications devices," the FEMA IPAWS website read. The focal points of the program are to move emergency messaging communications away from television and to 21st century solutions like cell phone messaging, email and texting to adapt to the ways in which stakeholders and regular citizens interface with their information. The FEMA website writes, "Through IPAWS, alerts will now flow through multiple devices. ... These live or pre-recorded messages may be sent via audio, video or text in multiple languages, including American Sign Language and Braille." In 2006, President Bush signed an executive order to modernize the nation's Emergency Alert System. According to a report released by the Government Accountability Office, the EAS needed solid public/private partnership development to improve and integrate the system.
