State and local governments to get federal information sharing guideline suggestions | 11.02.2008 | 19:18:25 | Views: 13707 | ID: November 3 '08: According to Washington Technology, the federal government is making preparations for the release of updated information sharing guidelines for state and local governments to help "achieve baseline capabilities necessary to share terrorism and law enforcement data." The guideline suggestions, which include increased partnership and participation with the private sector, will be published in a report titled "Baseline Capabilities for State and Major Urban Area Fusion Centers." In 2007, the Bush administration released "specific roles for fusion centers in the federal government's information sharing environment that authorities use to exchange terrorism-related data," WashTech reported. In a piece posted by the Washington Post in December 2006, federal officials said the impetus for federal involvement in the centers would be to coordinate state and locally-based fusion centers which began to emerge without initial federal leadership. The guidelines were developed out of a collaboration between DHS, and the DOJ which sought to present "a consistent, unified message and to provide a comprehensive set of guidelines for developing and operating a fusion center within a state or region," the federal guideline document said. WashTech outlined the new guidelines for the fusion centers: planning and requirements for information gathering, information development and activity reporting; risk assessment; alerts and warnings; coordination and training exercises with private sector; center management and privacy policy management; personnel training and information security; and IT/infrastructure/systems management and maintenance.
